Goal
Turn Maharashtra into India’s bioplastics manufacturing hub by leveraging its sugarcane surplus. Target: ₹25,000 crore industry + 1 lakh jobs

3 Core Pillars

  1. Agri-Industrial Bridge
  • Integrate 1,00,000+ farmers into bioplastics supply chain
  • Feedstock: Sugarcane, corn, starch, agri-residue
  • Diversify farmer income beyond sugar + ethanol
  1. Manufacturing + Investment Push
  • ₹10,000 crore capital outlay earmarked for PLA and other biopolymer plants
  • Capital subsidy: Up to 25% for new greenfield bioplastics units
  • Power tariff concession, stamp duty exemption, SGST reimbursement for 7 years
  • Priority land allotment in MIDC industrial areas
  1. Anti-Greenwashing Rules
  • Incentives only for new greenfield projects OR brownfield units with 100% new capex dedicated to bioplastics
  • Strict BIS/ASTM compostability certification required
  • No subsidies for conventional plastic units doing minor tweaks

Support Ecosystem

  • R&D: Tie-ups with institutes for bioplastic material development
  • Demand Creation: Mandatory % bioplastic packaging for govt departments, canteens, events
  • Infrastructure: Push for industrial composting facilities. PLA needs 55-60°C to degrade

  • Crushed 104+ million tonnes sugarcane in 2024-25 season – largest in India
  • Existing sugar/ethanol ecosystem can be repurposed for bioplastics
  • Strong MIDC infra + port access for exports
